Kitchen electric heating question

Hi all. Looking for advice about heating a kitchen of about 10 square metres (2 x 5). No gas.
We don't want a fan heater (either in the kicker boards or wall mounted) for various reasons.
There is very little low-level wall space available - effectively none - there are cupboards all round the room. So I am looking for something that can be mounted half-way up the wall.
I have been considering a far infrared panel for this, about half-way down the length of the room. These are often installed quite high up. I'm also aware of the snake oil claims made for these, and the general principle of all electric heating having the same efficiency. I'm also aware these are expensive!
A slimline convector would be much cheaper - but my concern is that the convection wouldn't be so effective if the heater has to be mounted so high (I guess the bottom would be about 1.3 to 1.5 metres above the floor. Will this still work well enough?
I don't much like the dry air from convection heating anyway - but would an IR panel only heat someone in the area in front of it, and not the ends of the room, even if only about 2 metres away?
