Hi
Received a Contravention 74 stopping on a Bus stop - picture from a camera supplied as evidence. There for seconds; only let a friend off but that seems to be not relevant.
However the notice from the council turned up on the 26th, 19 days after the offence. I thought they had to post the notice within 14 days?
Now the date on the notice is 20th (Offence on the 7th) 13 days after the offence
It was sent first class
There is no date of posting stamp on the envelope
It is not reasonable to expect the GPO to take 6 days to deliver a 1st class letter
So it is reasonable to suppose it was not posted on the date it was printed (the 20th) and was therefore not posted in time for me to reasonable expect receive it within 14 days
is this a possible defence?

As we tend to major on private parking tickets here, PePiPoo will be your best bet for council tickets. Register there (but please note that a hotmail address won't work) and post a new thread; here's your link:

Have a read through some of the other threads there before you post your own to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate) as they need to see all the small print.
PePiPoo has an excellent success record in dealing with council tickets.
