Finishing off my child's easel

Hi,

I've been very slowly making a child's easel, and I've finally found the time to put it together.

But I've got a problem with the paper roll. I'm going to use a spade bit to put the dowel in place, but I need a way to stop my toddler from just spooling off all the paper! Either a way to lock the dowel, or preferably some way to put a clamp on the top one a sheet has been pulled into place.

Any ideas? Oh, and i also need a way to stop the dowel being pulled through, so something like a peg on each end. It needs to be removable so we can replace the roll.

I'm out of ideas! Anyone with an easy solution I could try? You can see the dowel just resting on the shelf at the moment. Happy to provide more images, although there are a lot of bodges!
