help !! jpeg file names mixed up

I've been editing images using paint.net and saving everything as jpeg files, as I have done for many years without problems.
Was about to use the images for ebay but the file names are all mixed up.
Even files prepared yesterday are showing with some of today's names.
When I click on the folder to see thumbnails I see several with the names wrong. What's worse is, as an example when I click on the picture (showing as a red dress) but with the name blue shirt, up pops a pair of black shoes.
What's going on please ?

Are there two different folders involved. MS Paint under W10 has a very annoying issue where it forgets where a file originally came from and saves it in some kind of remembered location that is totally different.
Really confused me the first time I saw it, now it's just plain annoying.
Having said all of that, I don't think I've seen anything similar with Paint.Net...0 -
I use paint.net a lot and never had an issue with incorrect filenames. I will change folders quite readily though.
Open and save one folder to a random location and it wants to save there next time.
