Advice needed please
I was in North London - an area I am not familiar with. I dropped a friend at Stanmore station. There were double yellow lines everywhere so I pulled into a bus stand and dropped him off. That seems preferable to stopping the traffic by parking in the cycle lane on double yellows. I could not see anywhere else to pull over but probably was not thinking straight - see last paragraph. There was no bus in sight. I was right at the front of the square mark for the "bus stop". The location is here

I have now received a PCN from Harrow Council. I was there for a grand total (according to the photos supplied by the CCTV camera) of less than 30 seconds. The cost is £55 if I pay within 21 days. To me there is just so excessive.
The only other time I have got a PCN was from a camera. I was unloading items for a charity shop and took no more than 2 minutes on that occassion. The camera was high up where no-one would ever see it.
It had been a tricky day as I had taken my 83 year old parents to see their friends of 60 years for the last time as they were moving to the West Country be closer to their family following ill health. They are unlikely to see each other again.
I probably don't have a leg to stand on but your advice would be appreciated just incase there are grounds to appeal.

There are often grounds to appeal a Council PCN but the experts are mainly over on pepipoo forum here:

Don't use a hotmail addy to register.
You should be able to start a new topic very soon but DO NOT post without first reading how to post images, and include them (a sca or close-up photo of all pages of the PCN please, as well as the location).
Pepipoo can help most people with almost every PCN from Councils. Over 90% success without a doubt.
Oh, and NEXT TIME, double yellow lines ARE OK for 'assisted boarding or alighting' of disabled or elderly people, or children. NEVER choose a bus or taxi stand! Always choose a single or double yellow that has no kerb blips in yellow (loading restriction, avoid them).
Yellow lines with no kerb blips are not 'no stopping' whereas most bus/taxi stops & stands are.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

There are few here who know much about Council PCNs...me, Tilt, bargepole...a few of us only.
On pepipoo they have lots of Council PCN experts.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
