Help to Buy ISA fee... is this allowed?

I just signed the papers today with my solicitor for buying my first property. I've just received an invoice of the fees and purchase price.
I am aware that solicitors can charge a maximum of £50 for processing the bonus application.
"Your solicitor or conveyancer cannot charge more than £50 + VAT to process your bonus application." (from the Help to Buy ISA FAQs)
What I was not expecting was to receive a further help to buy fee on top of this.
Help to buy Fee £200.00 + 20% VAT £40.00
Administration fee for Help to Buy ISA £50.00 + 20% VAT £10.00
I only used a help to buy ISA and am not on a help to buy scheme. (Although I am on a seperate Scottish government scheme, the open-market shared equity scheme)
What is this Help to Buy fee? Could it be a mistake?

That's probably your answer, it's a fee for administration of that.
