UKCPS parking charge ignored for 2 months

Hi,
I have trawled through the forums trying to find info relating to UKCPS finding little bits here and there. Although i couldn't find much relating to ignoring the ticket for 2 months. Basically what happened was i was parked in a little car park behind a pub which had no pay and display machines. I left my car there on the basis that it was free (stupidly not checking the signs) and when i have returned i have had a ticket. I chose to ignore this and i received a NtK exactly a month after the ticket was issued. I have checked it as per the POFA 2012 legislation and it seems to check out. I also ignored this hoping they'd just go away but i recently received a notification letter exactly 27 days after the NtK basically telling me not to ignore and i have 14 days to reply. What should i do?

Date of ticket is 22nd August. Date on letter is 22nd september. 2nd notification letter is dated 19th october.0

I have posted this on behalf of a friend who has just informed me that when he came to his car he did not have a ticket but did receive a letter in the post a month after he had parked there. The letter claims a ticket was issued however this doesn't seem to be the case. Sorry for the confusion.0

Just get the keeper to send a short letter saying he is not liable because he does not believe that the POFA 2012 was followed, which would have required a Notice to Driver followed by a Notice to Keeper in accordance with para 8 of Schedule 4.Date of ticket is 22nd August. Date on letter is 22nd september. 2nd notification letter is dated 19th october.
