    It's better for all if people just stick to the rules of the road. So leave the hard shoulder clear and then emergency vehicles can use it unhindered not find that some have decided to do the well intentioned thing and use it. Well intentioned doesn't mean it's the right thing to do.

    Then thats what you do. You make sure you move when safe.
