Hi does anyone know if you can download 3rd part apps on TVs like this one

Yes it should work fine, you'll just need to change a setting to allow apps from outside the play store.

The TVs software will be out of date soon and never get updates. Just buy a smart box for whatever TV you really fancy.

Don't know but you don't need chrome to install apk's you can download es file explorer from the play store and then save the app to a USB, plug the USB into the TV and use es file explorer to install it.

If you've got an Android phone you could download an app called "Apps to Fire". Really it's intended for side loading apps to the Amazon firstick/TV but I'd bet there's a good chance it would also work with other devices.
