CPM Parking Charge Notice - no parking outside of a designated area

Hello All,
Recently recieved a parking charge notice from UK Car Park Management
Contravention 1:
No Parking Outside Of A Designated Area
I am a resident of the apartments where my car recieved the PCN and have a permit.
There was an unknown car parked in our designated space without consent at the time of the 'contravention'. So instead the car was parked in a unmarked area on the side of the road.
The thing is... I am not actually registered keeper of the car, I am just insured on it.
The RK is pestering me about paying it as he doesnt want to get into trouble.
They included photos of the car and the signage on paymyticket which includes images of the ticket on the car and the signage in the background.
I really need advice on appealing it. Do I have any ground or do I pay up?
If so, what do i include on a appeal letter?!
Please help!!!!!

Please read the Sticky thread for NEWBIES then appeal as keeper using the IPC template in the NEWBIES thread.
By law, the keeper may or may not be the registered keeper. Since you were the keeper of the car on the day in question, you should appeal.
Tell the registered keeper you are doing this. You should also suggest they visit this site rather than make stupid suggestions about paying scammers.
Do not pay, do not ignore, do not reveal who was driving (copy and paste the template letter, do not edit it) never, ever ring a parking company ignore debt collectors, do not miss the appeal deadline.

Awesome, thank you. My current tenancy agreement only states which parking space I am entitled to e.g space 45. I will copy the letter on the newbies thread and send it off. I'l also speak to the RK. Would you suggest recorded delivery?0

So there is no requirement for you to display a permit then. Neither is there anything that says you can't park anywhere else I suspect.
Do not send it recorded deliver as the PPC could refuse to sign for it and thus have proof they never received it. Sneaky barstewards ain't they?
Use whatever method is quoted on the PCN. If it says online, then send it online and take a screenshot. If it says letter, then send it firs class from a Post Office and get a free proof of posting. Online is always best.
If you got a windscreen ticket, then send the appeal around day 26 online or day 22 by post.
You should also be asking the landowner, managing agent, and parking company why the car park isn't being managed so that other cars don't park in your space. Thank you. The parking signs say that you must display a valid permit, however Red Rock management (own the building) do not actually issue parking permits to tenants. There is no car in that car park that displays one. So it's actually impossible to tell who is a tenant in the correct parking space and who isnt. Ive complained to them about this and am now awaiting a response regarding it0

AS before, all this hinges on your lease agreement, the signs are by and large completely irrelevant.
Any posted signage can not overrule your lease agreement, as this will take precedent over any poxy parking company's signsFrom the Plain Language Commission:

So just send the usual IPC appeal and read any other 'IPC' threads to realise this will NOT be cancelled due to the scummy industry it arises from, where money and more money is the agenda, not parking management.
Can't stand firms with no customer service ethic and where the firm is driven by greedy barstewards who are after money alone.

He will not 'get into trouble' as this is not a fine. But if he is such a wuss that he would panic & pay, then the appeal should be in your name & give your address but call yourself the 'keeper', saying that the registered keeper passed the notice to you as you had day-to-day responsibility for this car.
That then hooks it in your direction and yet does not say who was driving. If they ask, do not tell them. The keeper (you) does not have to.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Fantastic, thank you all, once again apologies for duplicating what is already there, but its always nice to get personal responses back. Sometimes you feel like small isssues could potentially yield or affect a different result. Especially when admittedly I had no idea of what to do. Even though I had read through numerous forum posts about it.0
