Has anybody had an success via the FO in reclaiming PPI from welcome finance on a loan in 2002 ?

If you mean the FOS not the FO (not sure what the foreign office have to do with anything) then no, it's pre-regulation
The fscs say that pre-2005 complaints go to Welcome directly (though not sure how much cash they have left for this). The poster below said they got lucky via Aviva, the underwriters, for a loan in your era
