Do you have to pay IPC tickets?

This idiot in our block of flats is sick of people parking where they shouldn't and has got this company in-

IPC

I live there so will get a permit, but if a family friend or someone parks here and they get a ticket, will they have to pay it?

I heard you only have to pay the police and council parking tickets and just ignore the threatening letters from people like IPC. Is this true?

I think you need to explain a bit more, only the landowner or managing agent can bring in a PPC and the IPC is a parking trade association not a PPC.

If it's a PPC who do not use the POFA for keeper liability, I like cabbyman's suggested response/appeal here:

No you do not have to pay.

You do not need to display a permit unless it is in your lease/tenancy agreement you have between you and the landlord. Third parties such as Management Agencies cannot add extra Ts and Cs to an existing contract you have with the owner.

You do not have to pay, but likewise you should never ignore.

your opening post is lacking in information and detail to such an extent that this may be a wind up of sorts.

just in case it isnt please provide the following:
Name of parking company that is being imposed
Position of the aforementioned idiot - landlord, management company chair, owner of the block, king of the castle ( and your a dirty rascal) anything else?

Terms and conditions of your lease/rental, and anything to do with parking in those terms ( including designated spaces) note: the imposition of a private parking company is not reasonable so if a reasonable measures clause ( so called catch all clause) exists it must be challenged on those grounds

You will also need to protect yourself against any agressive parking company by: not signing any permit, or agreement and not paying for any permit, letting whoever thought of this idea know that you do not agree to any private parking company using your space as a profit making area, and as such you object in the strongest terms to the imposition of a parking company.
You may/will only display a permit at your own discretion ( or wont display a permit at all) and you will return any permit upon request, or when provided with a stamped addressed envelope in which to do so.

You should also tell the management company/who ever/whatever appointed the PPC that you will be holding them liable as principal for the actions of their agents, this includes any charges for your time and expenses at upto £19 per hour or part there of.

If your lease is clear then you should also tell them that you are withdrawing all rights of implied access to your property including the parking space in respect to the issuing of parking tickets/charge notices etc and any such activity will de taken to be tresspass, you should also refer them to UKPCs vs Davey and inform them that the management company/person will be held jointly liable, see here: http://www.consumeractiongroup.co.uk/forum/showthread.php?377246-UKPC-liable-for-trespass-**SUCCESS**&

If this IS just some idiot resident that has made his own contract with the ppc and is self ticketing without landowners convent then he is bang out of order, and you should check with the land owner first and foremost.

Is He the owner? Is it He with whom you have a lease or tenancy agreement? If the answers to both are no, then He can stick His permit where the rays of Solaris do not exude.
