To pay or not to pay?!

I've just received a parking fine in the post from Parking Eye for parking in a car park at Watergate Bay in Cornwall.
Ironically, I received a parking fine in the same car park a few years previously because I overstayed the length of time that we had bought a ticket for. I understood this fine and paid it.
Therefore, we were very aware of the camera activation at the entrance and exit!
We purchased the amount needed and happily stayed for a day on the beach. This was at the beginning of July. This week we were shocked to discover that we had received another fine for which we have no idea what it is for! The only thing I can think is that my husband put the registration number in wrongly.
Should we pay it? Appeal? or just ignore?
Any advice appreciated. I am feeling very frustrated and angry!!! Many thanks in advance.

It is not a fine. It is a speculative invoice. You should have appealed and beaten the first invoice. Hopefully with guidance from here you can beat this one.I married my cousin. I had to...I don't have a sister. All my screwdrivers are cordless."You're Safety Is My Primary Concern Dear" - Laks0

The offence occurred on 17th July and was issued 14th October.
Many thanks0 -
Thankyou Fruitcake
I knew that we had stayed too long the first time that the fine was issued but this time, we followed everything by the book because we had had a bad experience previously!0 -

Please read the Sticky for NEWBIES then send the BPA appeal template in blue.
Very carefully add that the NTK has arrived too late for keeper liability to apply so they have no expectation of winning at PoPLA or court.
Do not reveal who was driving under any circumstances.
The NEWBIES thread explains acronyms and initials, as well as why the letter fails to meet the requirements of the POFA 2012.
This assumes that you don't live in Scotland or NI.I married my cousin. I had to...I don't have a sister. All my screwdrivers are cordless."You're Safety Is My Primary Concern Dear" - Laks0 -
Thankyou Fruitcake -I'll read NEWBIES Thread. So do I need to appeal or will they just give up on me if they know that it wouldn't hold up in court??0

You need to appeal. Parking lie will take you to court if you don't, but this shouldn't get that far as long as you follow the advice.
Stage 1 appeal using the template from the NEWBIES, with the addition of the bit about the NTK being too late for keeper liability to apply.
Stage 2, appeal to PoPLA on the above point plus all the points other you will find on here.
By the way, no matter how many times you use the word, it is sill not a fine, and you should have appealed and won after you got your first invoice.
You should also be complaining to your MP and Mrs May. Look for the thread that begins with, This demands a new thread - Theresa May ...
