Shock Housing Association maintenance charge

  • What I'm wondering about is "How come it's a Housing Association that's asking you for money for Council roads?" iyswim.

I'm presuming that these houses are ones that used to be Council, but it's one of those arrangements whereby a Council has transferred them on to a Housing Association? That won't be the case for houses that have been bought (ie such as yours).

I would have thought that when one of these transfers happens - ie from one part of the public sector (Council) to another part of the public sector (ie Housing Association) that the Council would retain responsibility for the roads (ie parking bays in your case). Aren't the parking bays immediately off the road (ie same as parking bays on roads normally are)?

No, the council would only have retained responsibility for public roads - which don't (necessarily) include parking areas, and by definition an allocated parking space can't be part of a public road.

But the sums involved are concerning. Assuming that I'm paying a "fair proportion" of the car park I'm allowed to use, it sounds like they want to spend up to £10,000 resurfacing an area just big enough for ten cars. Or am I looking at this wrong?
Are there access roads which also need maintaining?

Try contacting them and asking exactly what is being done and for a breakdown of the costs.
Is there anything to require this company to engage with me if I question their plans? Is there a body they're accountable to?
Instead of presuming they will be difficult to engage with try engaging with them.

We had our drive done with block paving but I seem to remember a charge of about £2000 if we had gone for tarmac. It will hold four cars, two by two (with no gaps) so 10 car cover would suggest £5000.Adding spaces between and allowing for non-domestic heavy duty quality would put the cost in the range suggested.

Thank you - it's useful to have some figures to focus the mind.

Thanks. Yes, I will contact them - but this is all very unfamiliar and I wanted to get some idea of how common and reasonable it all is.

You're not going to get meaningful answers on here, you need to engage with the HA.

But as a contractor i can tell you this sort of work is not cheap. 162K is a lot though. But without knowing what work exactly is being done it's impossible to comment on value for money.
