'Debt Collection' Letter with no NTK??

Hi All,
Firstly apologies if this post is in the wrong place or has been answered previously.
So 'the driver of my car' received a parking charge notice on the 8th of august when parked in a staff bay at a walk in doctors, issued by CMServices LTD or Comprehensive Management Services Ltd. I sent an appeal letter as directed in the appropriate place in the appropriate time 20 days later i believe, asking for all sorts of information also. I then received a letter from them on the 15th of september saying that vehicle was parked on private land, by doing so 'I' agreed to pay £100 if not displaying a valid permit. The terms were clearly set out etc. But no mention of the appeal.
One day later I then received a notice to driver/hirer (not keeper) saying a charge was issued to the above vehicle and driver is liable to pay. And that the amount that now has to be paid is £124. Apparently, 'your data has been released by the DVLA as our client has reasonable cause (under regulation 27(1) of the road vehicles regulations 2002; their records indicate that I was the registered keeper of the vehicle'. Is this a NTK despite not being labelled as?
I wrote a letter out but was yet to send. Now 1 month later, the 17th of October, I have been sent a letter from ZZPS Limited who have apparently 'been passed the PCN for us to resolve'. Apparently the charge is now £172. However, the account and sort code is exactly the same as CMServices LTD. So it's the same company trying it on I guess? They have been so kind to inform me that they are here to help me resolve the PCN.
What should I do from here?

how did you do your appeal , was it a lot of questions or did you make a statement , questions is not an appeal , hence the suggestion to send the one shown in the newbies thread , adding / editing or amending nothingSave a Rachael

I would like to see the letter quoting driver/keeper, and some irrelevant 2002 road regulations.
You can upload it to a web hosing site such as tinypic or photobucket, then post the URL here but change http to hxxp. Someone here will then change it to a live link.

The letter started thus though:
'You issued the above parking ticket on 08/08/16 but I believe it was unfairly issued. I decline any future invitation to name the driver, which is not required of me as the keeper of the vehicle. I will not be paying your demand for payment for the following reasons:'
Then gave a whole list of reasons.0 -

If you appealed in time you should complain to the IPC that this firm did not reply to an appeal. The IPC will ignore you but we need to complain MORE, both about and to the IPC to bump up their complaint figures (they make it deliberately difficult to complain to the IPC, take a look at their website re complaints about AOS members).
How lovely of them- I bet they even call themselves 'customer service agents' too! It's a debt collector, ignore them of course.They have been so kind to inform me that they are here to help me resolve the PCN.

MANY more people need to do this, show what you have been threatened with and tell your MP and PM, how this scummy industry needs stopping. You are basically now threatened with 'credit clamping' (the parking firm will hope to sneak up on you after you move house, with a CCJ by default). You will have to open letters about this drivel for SIX YEARS, to be sure these idiots haven't started a spurious claim.
