Broken phone line with in boundary and private tenant

Good morning.
I have an issue that I could really do with some advice on please
We moved into a rural rented property in June and have since been trying to get a phone line/broadband.
We are trying with BT and it's been a nightmare. Wrong engineers sent etc but that's not the issue. Today we got the right engineer and he's found the fault 3inches under the patio right under the junction box for the house.
He needs to fix that but as it's with in the boundary he's said there will be a charge.
I've gone back to our letting agents to ask for permission and they have said the landlord has refused and hung up the phone saying it's our fault.
Now the building was fully rendered before we moved in and the box would of been moved,we have never had a working line since we have been there
Who's responsibility is it to get this fixed?
I don't want to push the landlord to hard as we love it there but again I don't want to be footing the bill for this as it's not my fault

Normally anything up to the internal NTE box is BT's responsibility EVEN IF its on private land.
HOWEVER, if the external fault has occurred because of building works carried out, then it is chargeable.
Your decision but personally I'd pay in order to get internet/phone access UNLESS you have a good mobile signal when you could manage without a landline. This seems the only solution unless you want to upset the landlord!!:eek:0 -

There is no proof this was the case, just the engineers opinion.
I would of approved it there and then to accept the costs but he said he doesn't know how much it would cost and trying to get that information from a BT call centre would be near on impossible I feel.

Can you get Virgin, as they don't need the BT line ?0
