Purchasing a ticket after the PCN

Hi all,
I recently received 2 PCN's from Indigo on land which is subject to Railway Byelaws for 'Failing to display a valid ticket or voucher'. I believe this isn't actually a byelaw offence in itself and I will be appealing to POPLA with the usual points.
What I wanted to ask is, is it a requirement to pay for parking as and when you arrive or can you justify buying a ticket later that day so in theory, you have still paid for parking that day? It will not be mentioned in my appeal, but I bought a ticket both days but this was after the ticket had been issued. Not for any reason other than the phone system wasn't working when i first called and then I didn't get round to it until later that day.
Interested in any thoughts as I couldnt see anything specific in the Byelaws?

What do the signs say?
If the signs say you have to pay on arrival, then that is what you must do. If it doesn't specifically mention when you have to pay, just that you have to pay for the period of parking, then that's OK.
A lot of car parks allow payment during or after the event, and allow top-ups if required.
