PCN Paid, Still Being Harassed By Bailiffs

Hi,
My parents are being harassed by bailiffs at their home address, as a result of a debt collection account registered with Advantis on behalf of Bristol City Council.
I never received a bus lane contravention PCN and was only notified of the alleged incident when Advantis sent a letter to my parents. At this point I telephoned Bristol Council Parking Services during my lunch break and had a conversation with a very helpful chap who explained that I could pay the original fine immediately online.
I paid the fine (£30) and received a receipt which I retained.
I have sent this receipt to Advantis and have repeatedly informed them that I no longer live at my parent's address, and that I have settled my fine as soon as I was made aware of it.
This morning my elderly mother was intimidated by a bailiff who forced a handwritten letter on her in her home.
I have emailed Parking Services what I have provided above, including the original receipt, and I await their response.
I remember reading some time ago that if the council have accepted a payment from me, regardless of there being an outstanding debt agency account, the payment has been accepted and the case should be settled, rendering the agency's actions illegal?

£30 won't have been the 'original' penalty. £30 would have been the discounted sum, not the penalty charge so it sounds like you underpaid, hence this action. Unless specifically re-offered, the 'discount' isn't open to pay after day 13 counting from the PCN date. Sounds like a £60 Penalty?

Show them any paperwork and explain your dates and why you thought you could pay only £30. They will help you.
Also try 'Bailiff Advice Online' - Sheila runs that website and is an expert on what bailiffs can and can't do/charge.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

It is a shame if that's the case, because the gentleman I spoke to originally said ti would be fine if I just paid the original amount. But I have no record of that unfortunately.0

But the ORIGINAL AMOUNT is £60, the PCN is always the full sum. The original amount on a PCN is NOT the 'temporary discount'.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
