Outline Planning Permission Process

Could someone please walk me through the basic steps of getting outline planning permission for a house extension.
I've looked online but couldn't get a clear picture of the process and I've not done it before. The local authority is Fareham if that's important.
The idea is to sell a property with outline permission in place for extension from 3 bed to 4 or 5 bed.

It's unusual to apply for outline consent for an extension - normally people just make a full applications.
If your buyer doesn't like your plans - e.g. they want 4 beds instead of 5, or they want an extra en-suite - they can submit an amended application.
Or if your buyer likes your plans, they can get started straight away.
If you did only have outline consent, the buyer would then have to apply for full consent anyway - so you're not really saving them any effort.
In terms of the process - maybe contact a few architects. They will probably quote you a fee for the end-to-end process.0 -
... and you mention you're in Fareham. They appear to offer free pre-application advice to homeowners about extensions.

Before you spend any money, fill in their form - and maybe attach
- a rough sketch of your proposed extension (show rough dimensions of existing house, the extension, the distance from boundary etc)
- a photo or two that give perspective of your house, the 'gap' where the extension would be, the boundary, the neighbour's house etc0 -
dont bother with getting outline planning permission. go straight to a full planning application.
get some plans drawn up and apply for full planning permission (householder application).
depending on what you want to do, you may be able to do it via permitted development rights, although from your description above that sounds unlikely. a local architect or architectural technician should be able to get you what you want quite cheaply.0
