A landlord can do what he wants with the rent he receives.
Money in an ISA is tax free (but must not be more than the annual limits for ISAs)

Which country? In England, a tenancy does not need to be registered.
But any deposit taken must be registered within 30 days.
In Scotland, a landlord must be registered - before the tenancy starts.

You can invest the income in anything you like (gold bars, ISA, shares..) but the rental income will have to be declared and taxed first:0
