wet concrete and self leveling latex floor

I wondered if anyone could give me some advice
sometime ago a mains water pipe had a leak and caused all dowstairs floors w=to become damp, insurance paid for builders to screed floors, in one room they had to fill in a hole (think it was the cavity wall from where the outside door had bee replaced but could be wrong).... they filled it with concrete/cement and whilst still wet laid over a screed of latex/cement mixture. the latex mixture is supposedly designed to stop damp/water rising through this to the floor....but the area that is covering the wet concrete is not drying (has been 1.5 weeks since done), the builders say to give it time... is this right or is the soloution to remove the latex layer and let the concrete dry then latex screed?
any other ides would be appretiated as this is stopping us getting our floors putdown (has been going on for over 3mths now so need to get this done asap)

Hi
I would suggest that under the new concrete there should be a damp proof membrane. (plastic DPM.) AFAIK self leveling latex has no damp resistance. The concrete should also be fully cured before self-levelling compound is applied according to a major supplier...see more here http://www.ardex.co.uk/smoothing_levelling.asp

Thanks for that, hadnt thought about the dpm, finally got the building firm to send someone out this morning so will see what he has to say
