    Deposits are totally at odds with any money saving advice.
    A lying crook now has your money and you will not get it back.

  • As previously stated he has prepped it for you based on your intention to buy so he has incurred some costs.

    When he puts it back on sale he's not definitely going to sell the vehicle and may end up putting it through an auction therefore will have lost money by what he has already done.

    So IMHO he's perfectly entitled to withhold some of the deposit back to cover his costs.
