Upload speed poor, download fine - what's up?

Hi all, I'm on Virgin Cable broadband, size L, 4meg.
My download speed is pretty stable between 3500kbps and 3800kbps which I'm pretty happy with on a 4 meg connection.
My problem is upload, it should be 384 max, and I've been getting 350 or so for a long time. - I noticed something a few weeks back when I was e-mailing some photos and it took ages. However I did a few speed tests over the weekend and they were all under 100kbps, with a couple into single digits!!
I've reset my modem (powered off etc), turned off firewall etc, virus checked, used spybot and ad-aware to get rid of any nasty malware and still no improvement - does this sound like some sort of modem or network problem (nothing listed on service status pages) or something I'm doing. Could my router be doing it, even though download is absolutely fine?

Could be a local fault or a problem on the modem. Could be the router, have you tried without the router inbetween the modem and PC?0

Hang on. You can get 350kb/s upload on a 4 meg line? Or I have read that wrong?0

On a 4 Meg link with ADSL you are likely to get 240Kbps up to a max of around 400Kbps (assuming your downloads are 4000Kbps or 4Mbps).
Obviously reboot the router etc, as you have done. Does your ISP have technical pages so you can login and see the throughput, else call their technical services and have a chat, it could be a fault on the line, or with the router.
Have you tried it early morning weekdays, as well as evenings and weekends, as if there are more people in your street with ADSL the slower your connection will be, especially at peak times (all connections to home ADSL are "contended" essentially you share the data pipe with neighbours)
Remember ADSL is Asymmetric Digital Subscriber Line, so the upload speed is very much reduced compared with the download speed. To get uploads the same as download speeds, you'd need SSDL (symmetric DSL) which essentially gives the same upload and download speeds, reserved for businesses or users with cash to splash!0 -

Have you checked your cable modem signal levels ?
