    Whats the barr ?
Whats the point at which we inform people that POPLA is not independent and are not fit for purpose ?

In this case the clearly defined legal boundary can be seen, the car is on the public highway and outside land owned by the car park.

I call it, I call it now, POPLA are no longer fit for purpose and not worth appealing to.
They are Done, all we are doing is legitimizing them, filling their coffers with cash, making their sham profitable.

They took this contract on to make money, this forum is helping them do that very nicely.

It is frustrating because that POPLA appeal was winnable and it doesn't read as though the appellant actually said 'the photos are outside the car park boundary and show the car doing a turn on the public highway. The car did not enter this site at all and this is proved by the reversing lights showing the car was turning OUTSIDE the site'.

Maybe the person just appealed saying: 'I didn't park' and not much detail so Amy didn't realise the car was turning? She should certainly have observed the car wasn't shown in the car park though!

We also had a stupid one here this week where POPLA told a RK in NI to pay!

however , it proves that the person who was adjudicating did NOT look at the photographic evidence

Wouldn't a normal person or even a POPLA assessor wonder why a car would reverse into a car park?

And they should notice basics like the fact the car was well outside the boundary, on public highway/pavement. Even if they HAD driven in, the photos as evidence were worthless.

ANPR is worthless in managing car parking, it's only use is scamming the motorist.
However at the car park in question you have to wonder why they have both ANPR and an attendant who can clearly be seen on Google Streetview at his little tea hut.
