I was wondering whether anyone can offer me some advise..

I got a parking notice over a year ago which i believed was a not valid (due to where I was parked) so I decided to ignore it - probably a bad idea! I've received endless letters from Debt Recovery Plus who keep asking for payment for this penalty notice. I then sought advice on here and sent them an email to contest this fine to which i received this back:

"Thank you for your email regarding the above Parking Charge Notice (PCN).

The time to challenge the charge has now expired and therefore access to the Independent Appeals Service (if applicable) is no longer available.

However, in order to resolve this matter, I will offer the following comments as to why this PCN was correctly issued and is still payable.

My findings

The site in question is subject to terms and conditions, which are stated on signs throughout the area. Those signs state that there is a time limit at the site.

On the date in question the vehicle was parked for longer than the time stated and a PCN was correctly and legitimately issued as a result.

You state in your email that you are under no obligation to provide the driver's details. Please be advised that you are liable for this charge under the Protection of Freedoms Act 2012 and therefore we would not accept driver details.

Signage

The signage on site is sufficient and is in line with the guidelines laid down by the British Parking Association (BPA).

The majority of motorists who park at the site do so without receiving a PCN. This is undoubtedly due to the fact that they are aware of the terms and conditions of the site and park in conformity with them. If as you claim the signage was inadequate, the terms and conditions of the site would be unknown to the majority of drivers, and many more motorists would receive PCNs on this site.

What you need to do now

Please ensure that £160.00 is paid by 28/09/2016. Payment can be made online or by phone. Go to **** or phone 0208 234 6775. You can find full details of how to pay on the reverse of the letter(s) sent.

What will happen if you do not pay what you owe

If the amount is not paid by the date shown above, we will recommend to our client that court action be taken by them to recover the outstanding balance.

What if you do not agree

Although any correspondence that does not provide further evidence will be noted and retained, I cannot guarantee that we will reply to it.

Please can someone advise how i should next appeal or what i should do next? I feel because I've left it so long to appeal i may not get anywhere.

Any advise would be very helpful.

Just ignore DRPlus letters - certainly never phone nor pay them! - as explained here:

You will have a laugh if you Google 'Debt Recovery Plus My Findings' and see the zillions of times that computerised letter gets trotted out! The huge shame is that sometimes their letters work, if people believe the twaddle. The 'My Findings' heading makes us laugh - no-one has 'found' anything.

Which parking firm?

You can find out if they ever sue people by Google searching the parking company name/acronym plus 'BMPA Insight' which gives you a helpful summary from the good guys & girls at the BMPA about all of the usual suspects.

You can't appeal to the PPC now and Debt Recovery Plus don't accept appeals either, note they have added £60 to the charge for the fun of trying to bully you.

When Debt Recover Plus and any of their aliases eventually give up trying to con you it will go back to the PPC and the debt recovery muppets will have lost money chasing you and that feels so good!

They are useless timewasters, they already know that so it will be of no surprise to them WHEN YOU DON'T REPLY

At what point should I be worried if at all? Will they every issue a court order for something like this?

Who knows when it comes to UKPC.
What we do know about UKPC is that they fake pictures so be a good boy scout and get prepared with your evidence.
Watch out for those fake pictures though

Court papers, not court order. Only take seriously court papers or a solicitor's letter ('SCS' probably).

You can defend a claim, like others have done with help from here (search UKPC court and you will find half a dozen). Mostly, we know from experience that UKPC don't bother unless it's multiple PCNs, worth more money.
