TNC Collections - car parking fine

Hi,
In September 2015 TNC contacted me about a parking fine and I agreed a payment plan of £10 per month with them. At the time I was in Hospital and bed bound pregnant with twins.
In May 2016, my bank cancalled the standing order - when the bank contacted me to tell me, I contacted TNC to ask for details to reset it up and explained what had happened.
They then said no, the payment plan no longer stands and I had to pay the remaining £79. This may not sound like a lot, but still now I cannot afford it. I paid £10 that day to them as I thought they would accept.
They refused and said they would take further. Five months on they have again emailed me and said I need to pay the balance in full. I explained it would nearly be clear by now if they had accepted my proposal!
They are refusing point blank any payment proposal now and say I have to pay the £79 today. I unfortunately cannot pay it off in full today.
They have said this ''You offered a payment plan that we found to be unsatisfactory, we are looking to collect the remaining balance in full. I will not be negotiating, my decision is final.
We will now deal with this matter outwith your cooperation.'']
Please can someone help me? What will they do?

take it in small sections .... It is a big subject .... you can skim read the section on the IPC as your 'loverly fiends' (spelling mistake intended) are part of the BPA

Just ignore them. If you get court papers or a solicitor's letter, come back.
You have taken this FAR too seriously and you should never have paid anything. TNC are notorious for harassing people but they were toothless. You should have Googled them sooner.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
