top floor flats wiring

hi,
i have just moved into my new flat. the lights in the living room didnt work but didnt think much of it. they are downlighters and look newly fitted.
found out at the weekend that none of them are connected!! and there is no sign of any power cables through any of the holes.
the ceiling looks like it has been skimmed over the old ceiling so i dont know exactly where the old lights were.
the light switch is there and working but apart from i dont know where the cable goes.
im in a top floor flat pipes and things seem to run above the ceiling.
there is a trap door to loft space outside my front door but it is locked and sign saying no people. -so guess i cant go up there even if i had a key.
I know a long shot but does anybody have any ideas on how i can find these cables?

You have the right to go anywhere along your boundaries if it involves essential maintenance to your property
The loft would be the obvious place to look.
Can't believe they didn't wire in the lights! :eek:Everything that is supposed to be in heaven is already here on earth.

I think I would be onto the seller to sort this out to be honest.
Have you asked the solicitor who did the conveyancing?0 -
I knew the electrics were not finished -but assumed-wrongly this was just the hallway as the lights (with cables) were hanging through the ceiling.
think i will contact the management agency about getting in the loft then...or learning how to pick a lock0
