Ip Address ban? Message when accesing on a pc

're booted router, tried another web browser. Still get the ip address ban message
but have you used CCleaner to clean up your PC.

You need to delete the cookies from your PC and CCleaner will do that
It could well be a hiccup so then try a system restore to the day before (or nearest day) this happened
You posted using your phone so was that using your home WIFI0 -
Phone on wifi= blocked, old laptop on wifi= blocked main desktop connected by wire to router blocked.
