Out of interest, if a check-out inspection has been completed but the LL wasn't happy with the cleanliness, can the tenant request to come back and clean to a suitable standard, thus not incurring any costs?
I can't find anything online to say whether the tenant has a right to do this?

Depends when the tenancy ends.
Assuming the tenancy has ended then the T can ask but there is no "right" to do so.0 -
Having sorted that out for you, the next question is, can the LL make the tenant pay for the re-clean?
Only if he can show that the level of cleanliness at the end of the tenancy was worse than it was at the start.0
