Broken mobile phone charger wire - insulation tape?

Hello,
I've just noticed that the wire at the top of my mobile phone charger is starting to sort of fray - you can see the bare wire!! It still works at the moment and I just stand well back when flicking the switch on.
I've seen electrical insulation tape and wondered if it is safe to apply this around the area or has the charger had it and should I replace.

If you have a plug type with just a lead to the socket this is the output voltage which is uasual low anyway, problem is there will be 2 wires or more on some and if they short it will blow the charger, or worse. Yes you can use insulation tape if its just one wire you should be ok, wont last long as there is no outer sheath to protect cable. Chargers can be found on ebay for a few pounds so i would get a replacement if i was you.0
