    I would think that the council tenants most likely to look after their property are the ones who intend to stay long term and make it their home, rather than temporary ones, who will( if you're lucky) move on after just a few years.The council may want short term lets for difficult families, knowing that they will need to move them, from past histories (it having been mentioned that councils are reluctant to evict and moving on from angry neighbours helps avoid eviction).


    Also,what do the council understand as being returned in a fit condition? I've seen some really shabby properties offered by our council (Supposedly, prepared for re-letting) .


    Another point : As the mortgage goes on the proportion of the payment which is interest drops, so there will be decreasing tax relief and as mortgage rates are so low, there is every chance that they will rise.
