If you look carefully, I didn't say that it would. I was suggesting that out of the cheaper solutions, hedges are best, but it is a matter of personal choice.
Mind you, when I drop in at RHS Rosemoor on my way to the shops, I don't see their many garden rooms enclosed by fencing.
Maybe they're missing-out?0
