Assuming you have the registration number of the vehicle, you can get the insurance details from Askmid for £4.00, and make a claim directly with the insurance company.

If i thought the driver was withholding insurance info then i would report him for failing to stop.
If its the company then i would just get the info from askmid and surprise them when their insurance asks they why they failed to report it.

But he did stop, there's no requirement to provide insurance details at the scene for a damage only accident.
