    You haven't seen the sign, how can you guess. It appears that it was in a public area so it should be sturdy.

    Sturdy enough for people to lean on? Are signs designed to be leant on?

    What if there was photos hanging on the wall, should they also be sturdy enough to be leant on?

    Yep that one should be fine to lean on, it's in a public place.
