ffmpeg is a video transcoder that can do that pretty simply.

Don't forget to compile your kernel first
Look at these then take your pick:

FFMpeg simply allows a change in size (and format) - it doesn't allow a change in "placement" ie Letter box to full screen....ffmpeg is a video transcoder that can do that pretty simply.

It is not obvious why you would want to go from letter box to full screen. Letter boxing may have been employed to maintain the aspect ratio of the original material on a display with a different aspect ratio.
The treatment and eventual output of source material can be changed by the playing/displaying program options of the player. This does not require re-encoding the source material in my view.

Why not just use zoom function on the player you are using ?
SMplayer, it's the W & E keys.Science isn't exact, it's only confidence within limits.0 -
A web browser interprets instructions from a received script and displays the output. These script decisions are subject to change at a local level so the original display can be modified/redirected. Why not ask the website in question to provide what you want.

I hope there is no nefarious activity involved. Try right clicking the mouse to see the webpage source (works for firefox).0 -

Not a fan of the command line?
I spent ages looking for audio/video transcoding software and ignored ffmpeg at first. But when I tried it, I realised that it's actually easy(ish) to use, and works perfectly. I had compatibility issues with some transcoders which didn't fully adhere to official standards, while others simply lacked the options that ffmpeg has.
Once you've got the right command line parameters, you can save them in a batch file that you can simply double-click to convert files in future.
But there aren't any pretty graphics... :-/0
