Transferring Phone and Broadband account name from ex

My friends ex is currently paying their phone and broadband bill to BT and it needs transferring into my friends name.
Is it possible for my friend to shop around and submit a transfer request to a new provider (in their name) even though it is currently in their ex's name or does the line and services need to be changed over with the existing supplier (BT) first before a transfer can be put in ?
I assume they couldn't sign up with BT as a new customer (to get the deals) ?
