An odd question as it's undoubtable that asbestos insulation was used in domestic properties.
Changing the world, one sarcastic comment at a time.

Get off your high horse. I said anyone can remove Artex from their own home and Asbestos roof sheets off their own garage as long as you follow advice. You do not need to pay a specialist contractor for this.

Obviously if the OP has the money and doesn't want to spend time doing it himself then that's his decision.

I have not argued with what you have said about artex or cement, in fact I agreed that you do not need a contractor HOWEVER you stated that you only need to use a company in commercial situations. Untrue.

Pipe lagging (both hand applied, often referred to as monkey muck, and sectional lagging - both rare in domestics, but seen all the same), asbestos insulation board (extremely common, a very friable material which is notifiable, licensed work for that very reason), asbestos paper when used for insulating purposes, al in domestic properties. Companies are paid hundreds of thousands to complete domestic licensed removals every day, and for good reason. Hence the guidelines.

It is obvious from this question that you are neither asbestos trained or particularly aware so I would advise against giving incorrect advice to people.
    :j PAID VERY, Barclaycard x3, Vanquis, Natwest, O/D, Tesco & MBNA x2 PAID :j LBM 24/07/15 - Original Debt: £0/31010.23 (100% paid)

Pipe lagging in domestic properties, yeah I bet you get that all the time together with large quantities of of AIB.

You are clearly trying to propagate the hysteria so I can only assume you have links with a dodgy asbestos removal company. Keep up the good work as plenty of people seem to be falling for it and happy to pay £30k for stripping artex and non-existent asbestos containing plaster.
