The driveway is share by four of us and is in front of a row of four garages.
The cheapest block may be fine provided it is suitable, and the right depth. There are some I would not recommend, and in your case for multi garages you would be wise choosing 80mm deep.
The comment about extra digging for tarmac is nonsense - they all require digging.
You know the contractor and the specification for the job. I do not know either, but it sounds like a typical approach to push you towards a bish bosh tarmac job. In essence, make the tarmac the cheapest quote, cover the ground with some black stuff and the consumer will be non the wiser.0
