Appeals process Advice please

I sent a letter to appeal a private parking ticket from UKPC using the template on this website which stated that I declined invitation to name the driver and that I wouldn't be entering into communication with them and that this would be the only letter I send until they respond to my points.
I have received another letter from them today asking for drivers name and advising that they cannot answer my appeal until I provide this information and that failure to provide this would leave them with no alternative than to use previous information provided and a POPLA verification code would be provided at this stage.
What does is all mean and what is my next move do I just ignore since I made myself clear in first letter.

Complain to the BPA and DVLA about this. As far as I know, the DVLA told the BPA to tell their members to stop asking for driver details.
In a memo to all BPA operators, this is what the BPA told them:
“the following practices may be considered as Code breaches and must not be continued:
• Asking the motorist to enter into additional correspondence to obtain a POPLA code
• Failing to include a correct and/or valid POPLA Code within the Rejection correspondence
• Issuing a POPLA Code with a date identifier which is significantly different from the date of rejection
• Appearing to indicate that the issue of a POPLA Code is conditional on driver details being supplied “I married my cousin. I had to...I don't have a sister.

No, you do not contact the scammers until they either cancel (unlikely) or give you a PoPLA code.

As above, make complaints to drop them in it but ignore the driver's name request as long as this is your car (not a company one) because these days, UKPC apply to the DVLA for keeper data if a person doesn't state who the driver was...that is fine as long as the keeper on the V5 is you anyway.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
