Parking fine i wasn't aware of....

Hi All,
Please bare with me as I'm sure the title doesn't make sense?
Basically i have received a NtO (notice to owner) letter today stating that i must pay the £50 for parking for longer than the permitted time.
Apparently the PCN was served on the 20/08/2016 and only on the 04/10/2016 have i been sent this NtO letter.
The thing is.... I never came across this PCN stuck to my windscreen on the date they said it was so i am unsure where i stand on the grounds of appeal?
The location it was served is a public road which i park on as i live in one of the houses, one side allows you to park there at any time and the other side only allows you to park for upto 1 hour between 8am-6pm. On this particular day the free to park side was full so i parked on the other side with the plan to move within one hour hoping a space became available.... obviously i forgot but this isn't my argument here.
so I'm only guessing some one has kindly removed the PCN before i had chance to get to it, I know its not the councils fault but now I'm forced to pay £50 instead of the discounted £25 which i would of paid with in 14 days if i was given chance too.
Anybody heard or been in this position before? i am going to phone the parking enforcement office tomorrow to discuss my options.
Any help and guidance is much appreciated.

If this is a council ticket you would be better posting on pepipoo.com. We tend to specialise in private parking tickets here.

Register for free but not using a hotmail email. Show them the NTO, ALL pages, every word.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
