PCN for leaving the site

My daughter parked on a retail car park which is free of charge. She went into one of the shops on the retail park and then crossed the road to another shop not on the retail park. She has received a £60 charge for leaving the site. Although I have been back and checked the conditions and it does say you have to remain on the site I would like to know if this is legal. Tahnks

This is civil law not criminal, so a lawful rather than a legal issue. It matters not. It is virtually impossible for a parking company to prove that a motorist left site, and if they did they leave themselves open to a charge of not mitigating their loss. The parking oik should stop the motorist and warn them not to leave the site.

Please read he Sticky thread for NEWBIES which will tell you how to beat this scam. There are two templates but I can't tell you which one to use as you haven't given he name of the parking scammers.
Do not reveal who was driving, don't appeal too soon, and don't miss the appeal deadline.

Your daughter should also complain to the store manager in the retail park and demand this ticket is cancelled or she will become an ex shopper.

Which parking company?

Familiarise yourself with this court case - it provides you with a number of angles to consider as the case progresses. Since this, no PPC has chanced their arm at court on a 'leaving the site' case.

It's not illegal but it should be. Complain to your MP please, there is a template linked here:

Separate to that, the registered keeper (NOT DRIVER) must appeal, not ignore it (unless it was in Scotland or NI). If it's a BPA member and a location in E&W then it's easier to quash than an IPC member firm. so as well as doing the letters of complaint as asked for by CM .....

we now know that the PPC is UKCPS

they are very firmly in the hoard that is the IPC ...

so as such when you read the newbies thread you can skim read the BPA stuff ....

The parking sign on the site has the BPA logo as well as IPC can they be a member of both and if so how do I appeal

Read the NEWBIES Thread abut how to appeal. Yes they can be members of both but they are in the AOS with IPC.
