POPLA time. NO NTK received?

Hi all,
I have tried a search but it is not coming up with things that are relevant to my situation so I'd really appreciate some help and guidance.
Brief details -
The permit was not in the car although the driver was parked in the correct space. There was no time in between seeing the car and the ticket being issued (no time for the driver to go in and get the permit) and a PCN was issued on 18th June. Appealed to UKPC as keeper. Got the usual "tell us who the driver is" letter. Heard nothing until today where I have been told my appeal is unsuccessful. I did not receive a NTK - just the letter, as detailed, above asking me to name the driver (that's not the NTK right?!)
So, now I'm going to POPLA.
My question is, what are the grounds for appealing on the basis that the NTK was not received? I'm not sure how to word it?
I'm also going to add in the inadequate signage and use UKPC's own photos for this and the "no standing authority" part.
Is there anything else I can use?

Read the most recent successful PoPLA appeals from the POPLA Decisions sticky thread, and pick out all the appeal points that are relevant to your case. One of them will be, no NTK, so not compliant with the POFA 2012. (You will need to quote the precise section of POFA that UKPC have failed on.)
Other points will be, not the landowner, no standing to issue charges in their own right, and inadequate signage.
Having your own pictures of signs will be useful as you can point out each part the fails the BPA CoP.
You should also complain to the BPA and DVLA about the scammers asking for the driver's details.
In a memo to all BPA operators, this is what the BPA told them:
“the following practices may be considered as Code breaches and must not be continued:
• Asking the motorist to enter into additional correspondence to obtain a POPLA code
• Failing to include a correct and/or valid POPLA Code within the Rejection correspondence
• Issuing a POPLA Code with a date identifier which is significantly different from the date of rejection
• Appearing to indicate that the issue of a POPLA Code is conditional on driver details being supplied “
I believe the BPA were instructed by the DVLA to send this memo to operators, so in any complaint to the BPA quoting the above, make sure you send a copy to the DVLA.

Thanks Fruitcake, I'll give it a go.
Coupon-mad, I am well past the 56 days. The ticket was issued mid June, I appealed a couple of weeks later and heard nothing until their "name the driver" letter. Obviously I ignored that and the latest letter, rejecting my appeal, was received yesterday. In a couple of weeks, it will have been 4 months since the initial invoice was issued.0
