No it doesn't. You just put it in an ATM in your arrival airport (or later) and get your cash that way. But the card itself can be used for virtually any payment in US (assuming that's your destination). If you want to buy dollars in advance use Revolut.

Are there charges for using ATMs?

So the Clarity card is my best option? Does this allow me to get some actual physical currency from Halifax before I go abroad?

A lot of poor reviews here, also can the card be used on its own or does it require a mobile phone?

Where are the "lot of poor reviews"?

You asked for the best and you have the answer. You'll need the application in order to exchange whenever you want to exchange. So Smartphone or Tablet.

Ok I will look into it further, still not sure on how to use it for example if I'm at a shop counter and I want to pay for a product do I not simply use the card?

If you have plenty of time to get the Clarity

go for the best of both worlds

get the revolut and the Clarity Card and a PostOffice credit card if you want to

    I use all 3 abroad

I use the PO CC for purchases and bills

I use the Clarity and Revolut for cash from ATM

thats what works best for me

Ok..your question was "Where are the best places to buy USD at present?"

The Revolut account allows you to purchase US$ at the mid-market rate and then store them for use at any time, either with the virtual card or the physical card.
It also allows you to leave £s on your account for conversion to US$ and/or Euros at any time.
In addition, it also allows you to leave £s on your account for your to spend in one of 90 currencies by utilising the virtual card or physical card.

It would be better to have the Creation Everyday card in the place of the Post Office Platinum.

I get all my currency from Ramsdens pawnbrokers.

    Todays USD rate is 1.2472.
At the time of your post the Revolut (Interbank) rate was 1.27+
