norwich international £3 fee is it legal?

Just thought I would bring it up on here.
Norwich Airport introduced a £3 Airport development fee earlier this year http://www.norwichairport.co.uk/
Basically the owners say they need £18 million for improvements and are charging every passenger £3 before they can fly ( you have to physically buy a ticket at the airport to get through a barrier before you go through security). In yesterdays local paper it seems Which are questening if this charge is legal.
Wondered what others think

I dont know, I only saw the headlines..stating "Which" questions legality of the charge.
I did read a bit where some have refused to pay and were allowed to fly but are now being asked not to fly from Norwich again0 -

Seems a reasonable fee to me.
You could always fly from another aiport if you don't like it. The airport is a private business, not a public service.
FlyBe are free to take their business elsewhere if they don't like it as well. Perhaps they could build their OWN airport instead and allow passengers to use it for free.
Alternatively, FlyBe could always reduce the price of their flights by £3...British Ex-pat in British Columbia!0 -
I have a fundamental disagreement with this, legal or not. If I own a shop and want to expand then I don't charge an entrance fee.
Given that most of the "improvement" is likely to be increased retail space with reduced seating capacity, they should follow the conventional route by financing the expansion themselves and repaying the finance from the increased revenues upon completion.
It seems to work for just about every other business.What goes around - comes around0
