    Quite clear to me.

How long ago was the pipe installed ? If the main from the road is left unused for too long, especially in steel pipe, they do not like connecting up to it and will want to install a new plastic main. Have the rest of the active users in the street been re-piped recently ?

I think Molerat may be correct. My 1970’s estate has recently had to have all the mains in the footpath replaced together with the services to the houses.

I am surprised that when a gas service was actually laid to your house but it is possible that it was never actually connected to the main. If so I suspect the £700 is to complete the connection – they will probably feed a smaller pipe inside the original unused service pipe.

    £700 is a reasonable charge.

Alternatively the gas main in the road is a High Pressure type and not suitable for a domestic connection and you have to be connected to another main that you are not aware of.

Perhaps this is a case of the the local Gas Distributor mis-understanding the question
When gas was laid through our village in 1999, (Yellow plastic pipes), residents were offered the option of the supply being laid up to their house for charge of, from memory, £150.
For this they got a pipe 'moled' under thier front gardens, ending with a capped gas pipe inside an othewise empty meter box attached to the house

If the OP has this I suggest photoing it and sending it to the the distributor

My background is Electricity Supply and I think our minimum connection charge in the 1990's was £150 - I presume Gas was similar.

If so £700 might well be the Gas minimum charge now.
