NTO for a PCN

I've received a notice to owner from the council about a pcn issued in August for parking in a restricted street during prescribed hours. I remember parking on the street specified (NTO specifies 8.26am, zone has a 8am to 12.30pm sign) but there was no pcn on my car when I returned to it, as such I seem to have lost the 50% discount. Do the CEOs have to take a photo of the pcn on the car so that I can try to challenge the loss of the discount?

Yes they do.
But get advice first from pepipoo forum, show them the NTO and a streetview link to the sign:

HTH, most cases can be won but it won't be about whether a PCN was served.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
