Indigo Car Park Penalty Notice

I've received a windscreen Penalty Notice at an Indigo car park at a railway station, quoting Breach Code 01 - Parked without displaying valid permit. My annual permit had fallen off my windscreen, and was lying in the foot-well when I returned to my car!
I understand that I should use the blue template in the NEWBIES thread to appeal to Indigo (I intend doing this online on day 25 or 26). My question is this. Should I add anything more to the blue template referring to the fact that the keeper has a valid annual permit, but that this had apparently fallen off the windscreen? It seems to me to be a very pertinent fact, and one which might sway things in my favour if everything lines up properly, but I don't want to in any way jeopardise my chances of success by saying the wrong thing!

do they mention bylaws or bylaw 14? , railway land and non applicable for POPLa , all bylaw cases are on hold with POPLa

Yes, Papa Golf, it looks just like that one, and refers to Byelaw 14. Do you suggest I still appeal as planned, mentioning that the vehicle is covered by a valid permit and that there is no offence under Byelaw 14 of failing to display payment?0

use the BPA appeal as shown (in blue) at https://forums.moneysavingexpert.com/discussion/4816822
do not amend or alter it , forget the bylaw point (for the moment) , you want a POPLa code , POPLa are holding all bylaw cases on hold as its obvious that they are not allowed (by law) to do them , see: https://popla.co.uk/
no appeal system = no play for them!
if the train Co wish to run this thru court , they must do so within 6 mths , however as posted before , there is no written bylaw offence as failing to display a ticket .
