My garden at the bottom gets limited sunlight and is wet and damp. Any ideas how to make this dry without putting slabs down?

Google to see what small trees or bushes take up a lot of water, and maybe plant a couple of them.Liverpool is one of the wonders of Britain,

We really need much more info to be of any real help.
People will advocate things like drainage, but that's not always realistic, nor is removing shade if it's owned by someone else!
At base, one gardens with the environment that exists. To do otherwise means expense and greater effort. There are plenty of plants that cope with shade and/or dampness.
Just Google 'plants for shade.' I know where you'll end up.0
