PCN from VCS IN Sheffield

I park my car in a private car park at my flat for residents only. I have a valid permit (paper disc) for this and use this car park without issue every night. Last week, I came home from work and placed my permit as i usually do on my dashboard (5.30-5.45).
In the morning i came down to my car (7.30) to see 2 PCN's on my car from VCS. One was issued at 18.58 and the second at 06.22. The permit was in the footwell of my car and had obviously blown off as i shut the car door without my noticing.
I accept that my car was parked without valid permit, seemingly ignoring the visible signs and do not mind paying one of the charges. I do however have issue with paying 2 for the same offence. Is this a valid appeal? If so, how do i go about appealing this?

Do not pay, no one will tell you to pay these kind of people!
Edit your post as to who parks the car - PPC's sometimes read the forums. Refer to who drives as 'the driver' and yourself who is the 'registered keeper', anyone who is named on your insurance could be 'driving it'.
I think advice would be to wait for the NTK as some aren't compliant and if it's sent late then that is a useful point when appealing. Do you have a tenancy agreement or similar than specifies anything about parking? This is because often they specify about parking and having a space for example that predates any 'contract' between the PPC and landholder so means they can't issue you tickets. You could also contact the landholder and complain as they are jointly responsible with the PPC for the issuing of tickets on the land.
In the newbies thread there are appeals in there, it seems a lot to take in at first, but take a couple of deep breaths, chill and have a few reads through til things start to make sense.0 -

You should read more of the forum and open your eyes, IMHO.
There is no appeal that will make them cancel (except maybe one of the PCNs) but DO NOT SAY WHO WAS DRIVING!
This firm cannot hold a registered keeper liable, only an admitted driver (potentially) so do not admit the driver. This is not a loophole because this is not a fine. It is an invoice from a greedy bunch, who people on here never pay.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Don't rule out the possibility that the vcs operator rocked your car until the flimsy permit fell to the floor. As you are a resident, they know when u arrive home and leave for work, that's why they came back so early to catch you out before leaving. Cunning little blighters, aren't they !
Don't ever consider paying scum like this who are there to serve you and your fellow residents, not hassle you in this way. If they were genuine they could obtain a 'white list' of all resident's vehicles to make them immune, rather than rely on permits.0
