Xbox360. Playing Video

I'm right on the front edge of technology so I have a 360 question. 
1. I cant seem to play movies stored on my portable hard drive when connecting to the USB socket, xbox doesn't even see the drive. its formatted in NTFS, i guess it has to be FAT32? is there a way around this / app ?
2. assuming no to 1. and this is where i have literally zero knowledge/understanding can i stream from same portable HD if its connected to my PC? so PC to xbox wirelessly?
PC is connected to router via cable and xbox wirelessly.
xbox is seeing my PC but it says something along the lines that i have to tell the PC to see the xbox?
i have no idea.
